SEBI’s Push for Online NRI Account Opening: What’s Changing and How Navia Makes It Easy

For years, opening a Demat Account for NRI investors has meant printing forms, getting copies attested abroad and couriering documents to India. Resident investors, meanwhile, open accounts in minutes with Aadhaar e-sign.

That gap may finally close. In August 2026, SEBI released a consultation paper proposing fully digital onboarding for NRIs, OCIs and foreign nationals living abroad. Here is what the proposal says, when it is likely to apply, and how Navia keeps NRI account opening as simple as possible until then.

Quick answer

SEBI’s consultation paper of 14 August 2026 proposes that NRIs in FATF-compliant countries can complete KYC online from abroad, using e-signatures and video verification. Comments closed on 4 September 2026 and the final circular is awaited. The draft says the rules would apply 30 days after the circular is issued. Until then, first-time NRI onboarding still needs physical documents, and Navia’s NRI desk handles most of the work for you.

Key takeaways

Today, digital onboarding of a new NRI client is allowed only when the client is located in India.
Since 10 December 2025, existing NRI clients can complete re-KYC digitally from abroad.

Navia’s online registration, document checklist and scan-first review keep NRI account opening as close to paperless as current rules allow.

Why NRI Account Opening Has Been Paper-Heavy So Far

The hurdle is one rule in SEBI’s KYC Master Circular. Digital onboarding of a non-resident client is allowed only when the client’s location is in India at the time of onboarding, checked through GPS coordinates.

So an NRI living in Dubai, London or Singapore cannot use the e-sign, DigiLocker and video verification route that residents use. Instead, they follow the physical route:

Fill and sign the KYC form by hand
Get copies of passport, visa and address proof certified by an overseas branch of an Indian bank, a notary, a magistrate or the Indian Embassy/Consulate
Courier the signed form and certified copies to the broker in India
Wait for the broker to verify the originals and upload the record to the KRA
The physical KYC route for NRIs today: sign by hand, certify copies, courier to India, wait for KRA upload
The four-step physical route NRIs follow today.

Each step adds days, courier costs and the risk of a document being rejected for a missing signature.

The SEBI Buzz: What Has Changed and What Is Proposed

SEBI has been easing NRI KYC in stages. One change is already in force; the bigger one is still a proposal.

Already in force: Re-KYC from abroad (December 2025)

On 10 December 2025, SEBI issued a circular removing the “must be in India” condition for existing NRI clients doing re-KYC or KYC modification digitally. Geo-tagging still applies, but the GPS location only has to match the country in the client’s address proof. This relief does not cover first-time account opening.

Proposed: Fully digital onboarding for new NRI clients (August 2026)

On 14 August 2026, SEBI published a consultation paper on reviewing KYC for individual Persons Resident Outside India (PROIs): NRIs, OCIs and foreign nationals living abroad. The key proposals:

How SEBI’s proposal changes each part of NRI KYC.
SEBI consultation paper on KYC for PROIs, 14 August 2026. Proposals are subject to change until the final circular.
Area Today (NRI outside India) Proposed
Location Digital route only if physically in India Digital route from any FATF-compliant country
KYC form Signed by hand and couriered Submitted online with an electronic signature
Signature Wet signature on paper Cropped specimen signature, confirmed during video verification
Documents Certified copies by bank, notary or embassy Digital submission, including DigiLocker or digital Aadhaar where available
In-person verification Physical IPV Video In-Person Verification (VIPV)
Portability KYC often repeated with each intermediary Intermediaries may rely on KYC done by other regulated entities

Video verification would come with safeguards: liveness and anti-spoofing checks, random actions by the client, live GPS coordinates, end-to-end encryption, blocking of spoofed IP addresses and concurrent audits. Clients living in FATF non-compliant countries would be excluded.

The push also fits a wider policy shift. The Union Budget FY2026-27 widened access to the Portfolio Investment Scheme, and a June 2026 FEMA amendment let foreign nationals invest in Indian securities without the FPI route.

When Will Online NRI Account Opening Actually Start?

SEBI has not fixed a date, and as of 26 October 2026 the final circular has not been issued. But the path is fairly clear.

Date Milestone Status
23 Oct 2025 Draft circular on re-KYC geo-tagging relief Done
10 Dec 2025 Final re-KYC circular for existing NRI clients In force
14 Aug 2026 Consultation paper on digital onboarding for new PROI clients Done
4 Sep 2026 Last date for public comments Closed
Awaited Final SEBI circular on digital onboarding Pending
Circular + 30 days New rules apply, as per the draft Pending
After that Brokers build and launch video KYC systems Pending

The re-KYC relief went from draft to final circular in about seven weeks. If SEBI moves at a similar pace, the final circular could arrive in the coming months. Brokers will then need time to build and test compliant video verification systems, so a realistic window for fully online NRI account opening is early to mid-2027. This is an estimate, not a SEBI timeline.

Navia will update NRI clients as soon as the final circular is issued and the new process is live.

Until SEBI’s new rules take effect, some physical paperwork is unavoidable for first-time NRI onboarding. Navia’s approach is to move everything else online and make the paper part a one-time, right-first-time step.

Step-by-Step: Opening Your NRI Demat Account with Navia

Six steps to open an NRI Demat Account with Navia: scan first, courier once
Navia’s scan-first, courier-once process.

Get a personalised checklist: Navia’s NRI desk shares a precise document list for your country of residence and account type, so you prepare only what applies to you.

3

4

Courier once: Only after the scans are approved do you courier the signed originals, which avoids repeat shipments from abroad.

5

Navia handles the rest: The team processes the KRA upload and regulatory steps, and keeps you updated until your account is active.

6

Go fully online after activation: From then on, you invest, add funds, track holdings and manage your account entirely online from any country.

Conclusion

SEBI’s August 2026 proposal is the biggest step yet towards letting NRIs open an Indian Demat Account entirely online from abroad. Until the final circular is issued and brokers go live, first-time onboarding still involves some paperwork. With Navia’s NRI desk, online registration and scan-first review, that paperwork is reduced to a single, well-guided courier, and everything after activation is fully online.
